La coalici\u00f3n est\u00e1 representada por el Centro de Derecho Ambiental Occidental, que present\u00f3 el testimonio legal y t\u00e9cnico en nombre de los socios de la coalici\u00f3n, comprometidos con la protecci\u00f3n de la tierra, el agua, el aire y las comunidades de Nuevo M\u00e9xico.<\/p>\n<p>\u201cEn Nuevo M\u00e9xico, miles de pozos inactivos y de baja producci\u00f3n corren el riesgo de quedar &#039;abandonados&#039; y es responsabilidad del estado limpiarlos\u201d, dijo <b>Tannis Fox, abogado senior del Centro de Derecho Ambiental Occidental.<\/b> \u201cEsta normativa proporciona un marco para prevenir el abandono de pozos y garantizar que las compa\u00f1\u00edas de petr\u00f3leo y gas asuman el verdadero costo de su limpieza\u201d.<\/p>\n<p><b>Lo que est\u00e1 en juego: fondos p\u00fablicos, salud p\u00fablica y ambiental<\/b><b><br \/>\n<\/b>Nuevo M\u00e9xico enfrenta actualmente entre 1.600 millones de d\u00f3lares estadounidenses y 1.700 millones de d\u00f3lares estadounidenses en responsabilidades proyectadas por la limpieza de pozos de petr\u00f3leo y gas. En conjunto, estas organizaciones exigen normas que:<\/p>\n<ul>\n<li aria-level=\"1\">Actualizar los requisitos de fianza a $150,000 por pozo para pozos inactivos, marginales y de alto riesgo, aline\u00e1ndolos m\u00e1s estrechamente con los costos de taponamiento reales.<\/li>\n<li aria-level=\"1\">Exigir a los operadores con carteras que contengan m\u00e1s de 151 TP3T de pozos inactivos y\/o marginales que publiquen un contrato de garant\u00eda de pozo \u00fanico para todos sus pozos, reduciendo as\u00ed el riesgo para los fondos p\u00fablicos.<\/li>\n<li aria-level=\"1\">Prevenir que operadores con fondos insuficientes o que no cumplen con las normas hereden pozos (una v\u00eda com\u00fan para el abandono de pozos) con reglas de transferencia m\u00e1s estrictas.<\/li>\n<li aria-level=\"1\">Endurecer las reglas de abandono temporal para exigir que los pozos demuestren que volver\u00e1n a producir y limitar los pozos inactivos a 8 a\u00f1os para evitar demoras indefinidas en su taponamiento.<\/li>\n<\/ul>\n<p><b>Pr\u00f3ximos pasos<\/b><b><br \/>\n<\/b>Est\u00e1 previsto que comiencen las audiencias p\u00fablicas sobre las normas propuestas. <a href=\"https:\/\/www.emnrd.nm.gov\/ocd\/wp-content\/uploads\/sites\/6\/Notice-of-Rulemaking-Hearing-.pdf\" target=\"_blank\" rel=\"noopener\">20 de octubre de 2025<\/a>Los miembros de la coalici\u00f3n continuar\u00e1n movilizando el apoyo p\u00fablico y la participaci\u00f3n de expertos para garantizar que la Comisi\u00f3n adopte reglas que reflejen los valores de administraci\u00f3n, equidad y responsabilidad de Nuevo M\u00e9xico.<\/p>\n<p><strong>Citas de los partidarios:<\/strong><\/p>\n<p>La regi\u00f3n de las Cuatro Esquinas contin\u00faa lidiando con el desastre de la extracci\u00f3n de petr\u00f3leo y gas que ha existido aqu\u00ed por m\u00e1s de 100 a\u00f1os. Esta normativa se centra en la responsabilidad financiera sensata en zonas de Nuevo M\u00e9xico que durante mucho tiempo han dependido de la extracci\u00f3n de recursos naturales. A medida que se agotan los yacimientos de petr\u00f3leo y gas, es vital que la recuperaci\u00f3n, el taponamiento y la limpieza se realicen con una estimaci\u00f3n realista de los costos reales.<br \/>\n<strong>\u2014 <i>Mike Eisenfeld, gerente del Programa de Energ\u00eda y Clima, Alianza de Ciudadanos de San Juan<\/i><\/strong><\/p>\n<p>Esta norma busca restablecer el equilibrio y la rendici\u00f3n de cuentas. Durante demasiado tiempo, se ha permitido a los operadores de petr\u00f3leo y gas perforar sin depositar fianzas que reflejen los costos reales de la perforaci\u00f3n.
