La industria del petr\u00f3leo y el gas de Nuevo M\u00e9xico no est\u00e1 suficientemente vinculada por una suma de $8.18 mil millones seg\u00fan un <a href=\"https:\/\/www.nmstatelands.org\/wp-content\/uploads\/2021\/05\/NM-Assurance-Assessment-May-FINAL.pdf\" target=\"_blank\" rel=\"noopener\">estudiar<\/a> encargado por la Oficina de Tierras del Estado de Nuevo M\u00e9xico y realizado por el Centro de Investigaci\u00f3n Aplicada. Se trata de una enorme carga financiera que corre el riesgo de recaer sobre los contribuyentes. Estas reformas iniciar\u00e1n ese proceso\u201d.<\/p>\n<p>La petici\u00f3n incluye:<\/p>\n<ul>\n<li aria-level=\"1\">Actualizar las leyes de garant\u00eda financiera para exigir bonos de $150,000 por pozo para pozos de alto riesgo que cubran completamente los costos de limpieza, taponamiento de pozos y remediaci\u00f3n del sitio. La Divisi\u00f3n de Conservaci\u00f3n de Petr\u00f3leo estima que tapar pozos le cuesta al estado $150.000 por pozo.<\/li>\n<li aria-level=\"1\">Imponer l\u00edmites al tiempo que los pozos inactivos pueden permanecer inactivos y exigir el taponamiento y la recuperaci\u00f3n de los pozos que no vuelven a estar en uso.<\/li>\n<li aria-level=\"1\">Requerir supervisi\u00f3n de las transferencias de operadores para garantizar mejor que las empresas tengan los recursos financieros para limpiar, tapar y recuperar adecuadamente los sitios de pozos, y garantizar que las empresas cumplan con las leyes federales y estatales de petr\u00f3leo y gas antes de emprender operaciones de pozos adicionales.<\/li>\n<\/ul>\n<p>Garantizar que las compa\u00f1\u00edas de petr\u00f3leo y gas limpien adecuadamente su contaminaci\u00f3n y restablezcan completamente los sitios de los pozos cuando finalice la extracci\u00f3n abrir\u00e1 nuevas puertas al aire limpio, al agua limpia y a nuevos empleos para los nuevomexicanos al:<\/p>\n<ul>\n<li aria-level=\"1\">Crear nuevos empleos en el campo del petr\u00f3leo y el gas para los trabajadores desplazados del petr\u00f3leo y el gas. La limpieza oportuna de pozos inactivos podr\u00eda inyectar m\u00e1s de $8.2 mil millones a la econom\u00eda de Nuevo M\u00e9xico y respaldar 65,337 empleos, pagando $4.1 mil millones en sueldos, salarios y beneficios. <a href=\"https:\/\/www.odonnelleconomics.com\/_files\/ugd\/a6f2d7_e98332f541064621adeebc736f65dc8e.pdf\" target=\"_blank\" rel=\"noopener\">seg\u00fan un estudio de 2021<\/a>.<\/li>\n<li aria-level=\"1\">Proteger los suministros de agua potable. El noventa por ciento de los nuevomexicanos dependen del agua subterr\u00e1nea para beber.
