Las disposiciones de petr\u00f3leo y gas del acuerdo van en contra de ese consenso. Si no lo hacen, deber\u00edan estar preparados para una feroz resistencia\u201d.<\/p>\n<p>Vale la pena se\u00f1alar varios otros elementos del proyecto de ley relacionados con el petr\u00f3leo y el gas:<\/p>\n<ul>\n<li>El proyecto de ley terminar\u00eda con el arrendamiento no competitivo de petr\u00f3leo y gas, lo cual es una clara victoria para los contribuyentes y las tierras p\u00fablicas.<\/li>\n<li>El proyecto de ley proporciona una infusi\u00f3n de fondos a las agencias que representan la inversi\u00f3n m\u00e1s seria en reducci\u00f3n de carbono que jam\u00e1s haya realizado el gobierno federal. Por ejemplo, proporciona $1.58 mil millones a la Agencia de Protecci\u00f3n Ambiental para la medici\u00f3n, informe, mitigaci\u00f3n y otras consideraciones de emisiones de petr\u00f3leo y gas. El metano es un contaminante clim\u00e1tico 87 veces m\u00e1s potente que el di\u00f3xido de carbono durante su vida \u00fatil de 20 a\u00f1os en la atm\u00f3sfera.<\/li>\n<li>El proyecto de ley incluye medidas de reforma fiscal, como una tarifa por las emisiones de desechos de metano de las empresas de petr\u00f3leo y gas. Si bien es bueno para los contribuyentes, la experiencia en Nuevo M\u00e9xico muestra que esto puede no resultar suficiente para inducir a la industria a eliminar los desechos y la contaminaci\u00f3n del metano, en particular debido a que muchas instalaciones de petr\u00f3leo y gas (aquellas que reportan menos de 25,000 toneladas m\u00e9tricas de di\u00f3xido de carbono equivalente a emisiones a la EPA anualmente) estar\u00edan exentas. El proyecto de ley tampoco impone una tarifa comparable a los pozos inactivos, lo que permite que la industria contin\u00fae con su pr\u00e1ctica de aplazar indefinidamente el taponamiento y la limpieza de la infraestructura una vez que finaliza la producci\u00f3n.<\/li>\n<\/ul>\n<ul>\n<li>El proyecto de ley elevar\u00eda el monto de la fianza para pozos individuales a $150.000, lo que es un cambio positivo. Sin embargo, el aumento en el monto m\u00e1ximo total de la fianza &quot;general&quot;, que cubre todo el negocio de un operador en un estado dado, a $500,000 todav\u00eda est\u00e1 divorciado de la realidad. Algunos operadores tienen miles de pozos en un solo estado y los bonos generales deben eliminarse por completo. Adem\u00e1s, se debe trabajar para poner el deber de recuperar r\u00e1pidamente los pozos de petr\u00f3leo y gas directamente sobre los hombros de los operadores, no del p\u00fablico.<\/li>\n<li>El proyecto de ley aumentar\u00eda las ofertas m\u00ednimas para arrendamientos de petr\u00f3leo y gas de $2 a $10 por acre y las tarifas de arrendamiento de tierras de $1.50 a $3 por acre aumentando con el tiempo a $15 por acre. Estos movimientos son bienvenidos, pero tienen beneficios clim\u00e1ticos y ambientales insignificantes.<\/li>\n<li>El proyecto de ley tambi\u00e9n aumenta las tasas de regal\u00edas de petr\u00f3leo y gas de 12,5% a 16,67%. Estas disposiciones aumentar\u00edan los ingresos estatales y la dependencia de la producci\u00f3n de petr\u00f3leo y gas, afianzando a\u00fan m\u00e1s el poder pol\u00edtico de la industria de los combustibles f\u00f3siles sobre las pol\u00edticas estatales. Estos fondos deber\u00edan generar una oportunidad considerable para complementar la acci\u00f3n a nivel federal.<\/li>\n<li>El proyecto de ley incluye $60 mil millones para promover las prioridades e inversiones de Justicia Ambiental en comunidades desfavorecidas y de primera l\u00ednea. Dichos fondos son bienvenidos y esenciales.<\/li>\n<\/ul>\n<p>El proyecto de ley tambi\u00e9n incluye aumentos significativos en los fondos para que las agencias federales cumplan con la Ley de Pol\u00edtica Ambiental Nacional, la ley ambiental fundamental de la naci\u00f3n y una herramienta clave para garantizar que las acciones en el terreno est\u00e9n dise\u00f1adas y examinadas adecuadamente con las comunidades. Pero eso puede tener un costo demasiado alto. Si bien no est\u00e1 en el proyecto de ley, el senador de West Virginia menciona en su <a href=\"https:\/\/www.manchin.senate.gov\/newsroom\/press-releases\/manchin-supports-inflation-reduction-act-of-2022\">declaraci\u00f3n<\/a> esa parte de este acuerdo incluye \u201cavanzar en un conjunto de reformas de permisos de sentido com\u00fan este oto\u00f1o\u201d.
