Estas reglas de NMED son de importancia cr\u00edtica ya que rigen las fugas o emisiones fugitivas de los pozos de petr\u00f3leo y gas que constituyen la mayor parte (70 por ciento) del problema de contaminaci\u00f3n por metano de petr\u00f3leo y gas en Nuevo M\u00e9xico.<\/p>\n<p>Cu\u00e1n completas y s\u00f3lidas sean estas reglas de NMED definir\u00e1 si el estado puede lograr las reducciones de contaminaci\u00f3n que necesita para proteger la salud y la calidad del aire de las comunidades locales, as\u00ed como el objetivo del gobernador Lujan Grisham de establecer un conjunto de requisitos l\u00edderes a nivel nacional.<\/p>\n<p>Esto es lo que debe buscar en el pr\u00f3ximo borrador de las reglas de calidad del aire de NMED que se espera que se publique en mayo:<\/p>\n<p><strong>\u00a01. \u00bfSer\u00e1n integrales y eliminar\u00e1n las exenciones?<\/strong><\/p>\n<p>Para ser efectivos en la reducci\u00f3n de la contaminaci\u00f3n en la mayor medida posible, las reglas de NMED deben aplicarse a tantas fuentes como sea posible. Desafortunadamente, el borrador publicado por el departamento en julio de 2020 inclu\u00eda exenciones de producci\u00f3n y contaminaci\u00f3n que habr\u00edan dejado sin abordar la gran mayor\u00eda de los pozos en Nuevo M\u00e9xico (y del 60 al 70 por ciento del metano y el smog de la industria del petr\u00f3leo y el gas que forman la contaminaci\u00f3n por compuestos org\u00e1nicos vol\u00e1tiles). . Esto debe cambiar en el pr\u00f3ximo borrador.<\/p>\n<p><a href=\"https:\/\/pubs.acs.org\/doi\/10.1021\/acs.est.8b03535\">Estudios cient\u00edficos<\/a> muestran que los pozos de baja producci\u00f3n son una fuente desproporcionada de contaminaci\u00f3n. <a href=\"https:\/\/pubs.acs.org\/doi\/10.1021\/acs.est.0c02927\">en algunos casos<\/a> contaminantes tanto como sus contrapartes de mayor producci\u00f3n. Los condados de Eddy y Lea en el sureste de Nuevo M\u00e9xico, y R\u00edo Arriba y San Juan en el noroeste, est\u00e1n en peligro de exceder el est\u00e1ndar federal basado en la salud para esta contaminaci\u00f3n da\u00f1ina y los compuestos org\u00e1nicos vol\u00e1tiles (COV) emitidos por los pozos en estas \u00e1reas son un causa principal.<\/p>\n<p>Este hecho est\u00e1 impulsando a NMED a implementar reglas para reducir esta contaminaci\u00f3n por VOC y proteger a las comunidades locales de los impactos nocivos de la contaminaci\u00f3n por ozono, incluido el asma que afecta particularmente a los ni\u00f1os y los ancianos. Pero las exenciones propuestas en su borrador anterior socavar\u00edan severamente su capacidad para proteger a los residentes locales de los niveles elevados de ozono.<\/p>\n<p>Adem\u00e1s, las exenciones propuestas afectar\u00edan injustamente a los grupos demogr\u00e1ficos de estas regiones que menos pueden afrontar estas cargas. Por ejemplo, m\u00e1s del 70 por ciento de los ni\u00f1os menores de cinco a\u00f1os y el 45 por ciento de los nativos americanos en el condado de San Juan viven dentro de una media milla de un pozo que habr\u00eda estado exento en la propuesta de NMED. Mientras tanto, casi el 40 por ciento de los hispanos y el 30 por ciento de los afroamericanos en el condado de Eddy viven cerca de pozos que habr\u00edan estado exentos. Esto subraya la necesidad de que NMED elabore mejores reglas que ofrezcan fuertes protecciones de salud a todas las comunidades de Nuevo M\u00e9xico.<\/p>\n<p><strong>\u00a03. \u00bfImpulsar\u00e1n las reducciones necesarias de la contaminaci\u00f3n clim\u00e1tica?<\/strong><\/p>\n<p>Tener las reglas correctas de NMED es de vital importancia para el clima de Nuevo M\u00e9xico. El metano es un gas de efecto invernadero muy potente, m\u00e1s de 80 veces m\u00e1s potente, libra por libra, que el di\u00f3xido de carbono para generar un calentamiento peligroso a corto plazo. Y los cient\u00edficos estiman que el 25 por ciento del cambio clim\u00e1tico que ya estamos experimentando, como el aumento de los incendios forestales, la sequ\u00eda y la reducci\u00f3n de la capa de nieve en las monta\u00f1as, se pueden atribuir a la contaminaci\u00f3n por metano.<\/p>\n<p>En general, el metano del petr\u00f3leo y el gas es la causa principal de la contaminaci\u00f3n clim\u00e1tica en Nuevo M\u00e9xico, seg\u00fan el informe clim\u00e1tico m\u00e1s reciente del estado, responsable de <a href=\"https:\/\/www.climateaction.state.nm.us\/documents\/reports\/NMClimateChangeReport_2020.pdf\">53 por ciento<\/a> de las emisiones totales del estado.<\/p>\n<p>Por lo tanto, estas reglas de NMED deber\u00e1n ser s\u00f3lidas y completas para que Nuevo M\u00e9xico comience a doblar la curva en la reducci\u00f3n de la contaminaci\u00f3n que cambia el clima y se mantenga en el camino hacia la meta del gobernador Lujan Grisham de una reducci\u00f3n del 45 por ciento en la contaminaci\u00f3n clim\u00e1tica general para 2030.<\/p>\n<p><strong>Conclusi\u00f3n: <\/strong><\/p>\n<p>La buena noticia es que NMED reconoce que es necesario mejorar su borrador anterior. <a href=\"https:\/\/www.env.nm.gov\/wp-content\/uploads\/2020\/12\/2020-12-21-Flyovers-reveal-high-leak-rates-in-Permian.pdf\">Secretario Jim Kenney<\/a> dijo en diciembre de 2020 que los hallazgos alarmantes del aumento de la contaminaci\u00f3n del P\u00e9rmico de Nuevo M\u00e9xico eran &quot;un llamado innegable a la acci\u00f3n para que nuestro departamento fortalezca nuestro borrador de reglas sobre precursores de ozono&quot;. luchar contra el cambio clim\u00e1tico mediante la regulaci\u00f3n directa del metano.<\/p>\n<p>Y otra buena noticia es que <a href=\"https:\/\/www.synapse-energy.com\/sites\/default\/files\/Final_2020_Synapse_Methane_Cost_Benefit_Report_20-051.pdf\">an\u00e1lisis Economico<\/a> ha demostrado que las reglas integrales que eliminan las exenciones ser\u00edan rentables para que las implemente Nuevo M\u00e9xico, brindando un retorno de la inversi\u00f3n del 30 por ciento para los nuevos mexicanos, incluidos $1.2 mil millones en costos evitados por incumplimiento de la calidad del aire y $126 millones en beneficios para la salud humana.<\/p>\n<p>Nuevo M\u00e9xico tiene una oportunidad de oro bajo el gobernador
