La regla de la OCC marca un importante paso adelante en la reducci\u00f3n de los desechos de metano, un importante contaminante clim\u00e1tico, y responsabiliza a la industria del petr\u00f3leo y el gas por las enormes cantidades de gases de efecto invernadero que emite actualmente en Nuevo M\u00e9xico.<\/p>\n<p>Western Environmental Law Center particip\u00f3 en la audiencia en representaci\u00f3n de Conservation Voters New Mexico, Center for Civic Policy, Earthworks, Din\u00e9 CARE, Natural Resources Defense Council, San Juan Citizens Alliance, Sierra Club y 350 New Mexico. En cambio, una regla separada del Departamento de Medio Ambiente de Nuevo M\u00e9xico (NMED) se enfocar\u00e1 en las emisiones y fugas de metano, compuestos org\u00e1nicos vol\u00e1tiles (COV) y \u00f3xidos de nitr\u00f3geno (NOx) de las actividades de petr\u00f3leo y gas. Se espera que NMED proponga su regla a la Junta de Mejoramiento Ambiental (EIB, por sus siglas en ingl\u00e9s) de Nuevo M\u00e9xico en mayo y solicite una audiencia ante la junta en septiembre.<\/p>\n<p>\u201cGob. Lujan Grisham se ha comprometido con las protecciones de metano l\u00edderes en el pa\u00eds. La fuerte regla actual de venteo y quema de petr\u00f3leo y gas es el primer paso\u201d, dijo Tannis Fox del Western Environmental Law Center. \u201cEl pr\u00f3ximo y m\u00e1s cr\u00edtico paso ser\u00e1 la regla de contaminaci\u00f3n del aire propuesta por NMED, que deber\u00eda tratar de controlar las fugas de la industria. Dados los datos y la informaci\u00f3n que demuestran que estas lagunas no abordan los da\u00f1os causados por las fugas, somos cautelosamente optimistas de que NMED fortalecer\u00e1 sustancialmente la regla propuesta que presenta al EIB en mayo para que Nuevo M\u00e9xico logre la meta de protecciones de metano l\u00edderes en la naci\u00f3n.<\/p>\n<p>\u201cLas reglas finales aprobadas brindar\u00e1n protecci\u00f3n a las comunidades ind\u00edgenas de primera l\u00ednea\u201d, dijo Mario Atencio de Din\u00e9 CARE y Chaco Coalition. \u201cEstas comunidades, como el Cap\u00edtulo de Consejero de la Comunidad de Din\u00e9, actualmente soportan una gran cantidad de los costos de salud y seguridad causados por las emisiones de t\u00f3xicos en el aire seg\u00fan las reglas actuales. En otras palabras, al reducir las emisiones de COV y NOx, se reduce el metano y viceversa. Estas emisiones se dividen en tres categor\u00edas generales: ventilaci\u00f3n, quema y fugas.<\/p>\n<p>Reducir el metano de la ventilaci\u00f3n, la quema y las fugas es un elemento clave de un paquete m\u00e1s amplio de acciones federales y estatales requeridas para alinear el desarrollo de petr\u00f3leo y gas con el imperativo exigido por la crisis clim\u00e1tica.<\/p>\n<p>Nuevo M\u00e9xico alberga algunos de los peores niveles de contaminaci\u00f3n y desechos por metano del pa\u00eds. El metano es un poderoso gas de efecto invernadero que es responsable de aproximadamente 25% del cambio clim\u00e1tico que ya estamos experimentando hoy. En Nuevo M\u00e9xico, la industria del petr\u00f3leo y el gas es la mayor fuente de emisiones de gases de efecto invernadero, lo que representa <a href=\"https:\/\/www.climateaction.state.nm.us\/documents\/reports\/NMClimateChangeReport_2020.pdf\">53% de esas emisiones<\/a> de acuerdo con la <a href=\"https:\/\/www.climateaction.state.nm.us\/documents\/reports\/NMClimateChangeReport_2020.pdf\">\u00faltimo an\u00e1lisis del estado<\/a>.
