One ranger district sits on the north rim of the Grand Canyon, one ranger district sits on the south rim of the Grand Canyon, and another is located to the west of Flagstaff (and south of the Grand Canyon).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-4004 alignright\" src=\"https:\/\/westernlaw.org\/wp-content\/uploads\/Kaibab Travel Management Plan.png\" alt=\"kaibab national forest travel management plan\" width=\"468\" height=\"299\" \/><\/p>\n<p>To prevent harm to the forest and its wildlife, travel management plans closed the forest to unlimited cross-country travel. However, the three ranger districts decided to allow motorized big game retrieval within one mile of every designated road in the forest. This opens the vast majority of each ranger district (more than 90 percent of the forest overall) to motorized cross-country travel for the purposes of big game retrieval. This virtually eliminates the ability to find areas of the forest that are open only to non-motorized recreation, and fails to minimize the impacts of motorized recreation on wildlife habitat, including that of the federally threatened Mexican spotted owl.<\/p>\n<p>The Kaibab National Forest prepared three separate Environmental Assessments, and issued three Decision Notices\/Findings of No Significant Impact for each ranger district\u2019s travel management plan. We challenged the three decisions in court, and are awaiting a decision from the court on the merits of our claims.<\/p>\n<p>&nbsp;<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section bb_built=&#8221;1&#8243; It is the first and only national monument specifically established to<br \/>\nprotect biological diversity. But ecologists agreed after the designation that many of the most important parts of the region were excluded from the monument&#8217;s boundaries. In 2015, 85 scientists concerned about increasing<br \/>\nthreats to the area signed a letter urging monument expansion in to better<br \/>\nprotect and connect important habitats for the monument\u2019s spectacular variety<br \/>\nof plants and animals \u201cwhose survival in the region,\u201d according the monument\u2019s<br \/>\noriginal proclamation, \u201cdepends upon its continued ecological integrity.\u201d In January 2017, President Obama expanded the monument to include these ecologically important areas.<\/span><\/p>\n<p class=\"MsoNormal\">Soon after, a timber company and the Association of O&amp;C Counties, keen on logging, filed separate lawsuits suggesting an obscure law requires the area be logged and supersedes the Antiquities Act, used to designate and expand the monument.
