Protecting Chaco Canyon and the San Juan Basin From Fracking<\/h1>\n<p>With two mine-to-mouth coal-fired power plants and some 23,000 existing gas wells, New Mexico&#8217;s San Juan Basin is one of the areas in the U.S. most exploited for fossil fuel resources. Despite over a century of development, the type of unconventional drilling and modern fracking techniques needed to tap the area&#8217;s oil resources is relatively new. The Bureau of Land Management (BLM) admits that shale oil development using these technologies has never been analyzed. As a result, the agency is\u00a0amending its resource management plan (RMP). Nevertheless, BLM has approved more than 130 new drilling permits in the last year alone.<\/p>\n<p>The greatest concentration of these is just outside Chaco Canyon, a UNESCO World Heritage Site and a sacred ancestral place for the Hopi and Pueblo people. This development threatens the area&#8217;s rich cultural resources, treasured landscapes and native communities while ignoring federal law. WELC and our partners are taking the agency to court to protect human health, as well as resources like air quality, climate and water.<\/p>\n<p>In 2019, the Tenth Circuit Court of Appeals granted us a victory, concluding the BLM violated the National Environmental Policy Act by failing to properly account for the impacts of horizontal drilling and fracking in the region. The court vacated the 362 permits, and ordered the BLM go back to the drawing board to fix its legal mistakes.<\/p>\n<p>Further, under pressure from the local community, including WELC and our partners, President Biden initiated the process to ban new oil and gas drilling within a 10-mile radius of Chaco Culture National Historical Park. This is a step in the right direction, but the area needs much more sweeping protections than just stopping <em>new<\/em> drilling within a small radius of the park. The cultural resources, sacred lands, and living communities have suffered as an energy sacrifice zone for far too long, and we will continue our work to grant the region relief.<br \/>\n[\/et_pb_text][et_pb_cta title=&#8221;Save the Greater Chaco Canyon Region from Fracking&#8221; On top of this, industry is now touting the San Juan Basin as the next boom area for shale oil development.<\/p><p>Despite over a century of development, the type of unconventional drilling and modern fracking techniques needed to tap the area's oil resources is relatively new, and the Bureau of Land Management (BLM) admits that shale oil development using these technologies has never been analyzed\u2014which has resulted in the agency undergoing an amendment to it\u2019s resource management plan (RMP). Nevertheless, BLM has approved more than 130 new drilling permits in the last year alone.<\/p><p>The greatest concentration of these is just outside Chaco Canyon -- a UNESCO World Heritage Site and a sacred ancestral place for the Hopi and Pueblo people. This development threatens the area's rich cultural resources, treasured landscapes and native communities while ignoring federal law. WELC and our partners are taking the agency to court to protect human health, as well as resources like air quality, climate and water.<\/p><p>In May 2015, the New Mexico congressional delegation -- Sen. Tom Udall, Sen. Martin Heinrich, and Rep. Ben Ray Lujan -- wrote a <a href=\"http:\/\/bit.ly\/1HM0nWW\">letter<\/a> to Secretary of the Interior Sally Jewell expressing concern about fracking in Greater Chaco.<\/p><p>In a budget hearing, <a href=\"http:\/\/www.tomudall.senate.gov\/?p=video&id=1970\">Sen. Udall pressed BLM Director Neil Kornze<\/a> to commit to sending a high-level representative to the area to assess the situation here. WELC commends the delegation for prioritizing the protection of this sensitive, priceless area and the communities that live there.<\/p><p>In August 2015, Judge Browning ruled against a preliminary injunction on oil shale development activity in the Greater Chaco case. While we carried the day on the irreparable harm prong, we lost on merits, balancing, and public interest. We appealed this decision and argued the case before the Tenth Circuit in March 2016. We expect a decision later this year.<\/p><p>We are also working to stop the construction of an oil pipeline in the San Juan Basin that would carry 50,000 barrels of oil per day -- the Pi\u00f1on Pipeline.
