Jordan Cove LNG Terminal &amp; Pacific Connector Pipeline<\/h1>\n<p>WELC has worked against the Jordan Cove LNG (Liquefied Natural Gas) Terminal and Pacific Connector Pipeline in Oregon for over 15 years. It would represent the largest construction project in the state&#8217;s history and the largest climate polluter in Oregon, with a pipeline over 200 miles long. We achieved a huge victory in 2016 when the Federal Energy Regulatory Commission (FERC) denied the developers&#8217; application, determining that the public benefits of the project are too few to outweigh its costs. This was the first and only time FERC denied an application for an LNG terminal.<\/p>\n<p>Then, developers filed a new application, and the pro-fossil fuel administration in Washington D.C. overlooked the project\u2019s flaws, granting FERC approval. Through tireless advocacy and education, our coalition convinced states and localities to stand strong to their water quality and pollution requirements and deny needed permits for the project.<\/p>\n<p>In December 2021, WELC and our allies emerged victorious when Pembina withdrew its FERC application and announced it had no intention to pursue the project.<\/p>\n<div>This victory was hard fought, and the proposal may rise from the ashes again someday \u2014 this is the third time we have defeated it. As Robyn Janssen with Rogue Riverkeeper, a WELC partner in our work against this ill-conceived project notes, \u201cwe plan on being fully engaged.\u201d<\/p>\n<p>In November 2013, we submitted a Freedom of Information Act (FOIA) request to the Federal Energy Regulatory Commission (FERC) seeking disclosure of a list of interested and affected stakeholders interested in the Jordan Cove\/Pacific Connector LNG project.\u00a0Our clients, concerned by past and present shenanigans by the proponents of the Jordan Cove\/Pacific Connector project, are interested in the stakeholder list because they want to ensure that these stakeholders are adequately and correctly informed of their rights, including the right to refuse access to their private property within the right-of-way of the pipeline. In December, FERC sent Williams Pacific Connector a letter asking the company to provide comments on our FOIA request. (While asking the project proponent for feedback on a FOIA request is not unheard of, it is somewhat unusual.)\u00a0Once Williams responds to FERC, or fails to do so, FERC will make a final decision regarding our information request. Given that there is clear legal precedent requiring disclosure of this information, we are confident that we will ultimately obtain the stakeholder list, which will allow us and our clients to ensure public disclosure of this important information.<\/p>\n<p>In March 2014, the Department of Energy granted a conditional export license to the ill-conceived Jordan Cove LNG project at Coos Bay, Oregon. But, the project is by no means a done deal.<\/p>\n<p>In August 2014, representing a broad coalition of private property owners, business owners, and conservationists, WELC attorney Susan Jane Brown coordinating a meeting with Oregon Gov. John Kitzhaber\u2019s office to discuss the Jordan Cove-Pacific Connector liquefied natural gas (LNG) project. Following the meeting, at the request of the governor, Brown presented his staff with a scientific report detailing the dangerous impacts on climate change that the proposed project presents. (Report can be found below in the Related Documents section.)<\/p>\n<p>In November 2014, amidst stiff controversy, the Federal Energy Regulatory Commission released a <a href=\"http:\/\/elibrary.ferc.gov\/idmws\/file_list.asp?accession_num=20141105-4006\" target=\"_blank\" rel=\"noopener noreferrer\">Draft Environmental Impact Statement<\/a> for the proposed Jordan Cove\/Pacific Connector Liquefied Natural Gas (LNG) export project in southwest Oregon. The public was given 90 days to comment on this massive and precedent-setting proposal.<\/p>\n<p>In February 2015, on behalf of a diverse national coalition, including conservation, commercial fishing and private property owners, the Western Environmental Law Center and Sierra Club submitted <a href=\"https:\/\/westernlaw.org\/sites\/default\/files\/JCPC DEIS Comments - FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">comments<\/a> to the Federal Energy Regulatory Commission (FERC) opposing what would become the first gas export terminal on the West Coast. In addition, more than 25,000 citizens, including businesses, ranchers, youth, climate activists, property rights advocates, anglers, and a Native American tribe sent comments critical of FERC\u2019s analysis of the project.<\/p>\n<p>In September 2015, the Federal Energy Regulatory Commission released its Final Environmental Impact Statement for the Jordan Cove Liquefied Natural Gas terminal and Pacific Connector pipeline. Despite clear adverse impacts to forests, streams, and wildlife that would be harmed by the proposed terminal and pipeline, FERC staff recommended approval to the commission. As Robyn Janssen with Rogue Riverkeeper, a WELC partner in our work against this ill-conceived project notes, \u201cwe plan on being fully engaged.\u201d<\/p><p>In November 2013, we submitted a Freedom of Information Act (FOIA) request to the Federal Energy Regulatory Commission (FERC) seeking disclosure of a list of interested and affected stakeholders interested in the Jordan Cove\/Pacific Connector LNG project.\u00a0Our clients, concerned by past and present shenanigans by the proponents of the Jordan Cove\/Pacific Connector project, are interested in the stakeholder list because they want to ensure that these stakeholders are adequately and correctly informed of their rights, including the right to refuse access to their private property within the right-of-way of the pipeline. In December, FERC sent Williams Pacific Connector a letter asking the company to provide comments on our FOIA request. (While asking the project proponent for feedback on a FOIA request is not unheard of, it is somewhat unusual.)\u00a0Once Williams responds to FERC, or fails to do so, FERC will make a final decision regarding our information request. Given that there is clear legal precedent requiring disclosure of this information, we are confident that we will ultimately obtain the stakeholder list, which will allow us and our clients to ensure public disclosure of this important information.<\/p><p>In March 2014, the Department of Energy granted a conditional export license to the ill-conceived Jordan Cove LNG project at Coos Bay, Oregon. But, the project is by no means a done deal.<\/p><p>In August 2014, representing a broad coalition of private property owners, business owners, and conservationists, WELC attorney Susan Jane Brown coordinating a meeting with Oregon Gov. John Kitzhaber\u2019s office to discuss the Jordan Cove-Pacific Connector liquefied natural gas (LNG) project. Following the meeting, at the request of the governor, Brown presented his staff with a scientific report detailing the dangerous impacts on climate change that the proposed project presents. (Report can be found below in the Related Documents section.)<\/p><p>In November 2014, amidst stiff controversy, the Federal Energy Regulatory Commission released a <a href=\"http:\/\/elibrary.ferc.gov\/idmws\/file_list.asp?accession_num=20141105-4006\" target=\"_blank\">Draft Environmental Impact Statement<\/a> for the proposed Jordan Cove\/Pacific Connector Liquefied Natural Gas (LNG) export project in southwest Oregon. The public was given 90 days to comment on this massive and precedent-setting proposal.<\/p><p>In February 2015, on behalf of a diverse national coalition, including conservation, commercial fishing and private property owners, the Western Environmental Law Center and Sierra Club submitted <a href=\"https:\/\/westernlaw.org\/sites\/default\/files\/JCPC DEIS Comments - FINAL.pdf\" target=\"_blank\">comments<\/a> to the Federal Energy Regulatory Commission (FERC) opposing what would become the first gas export terminal on the West Coast. In addition, more than 25,000 citizens, including businesses, ranchers, youth, climate activists, property rights advocates, anglers, and a Native American tribe sent comments critical of FERC\u2019s analysis of the project.<\/p><p>In September 2015, the Federal Energy Regulatory Commission released its Final Environmental Impact Statement for the Jordan Cove Liquefied Natural Gas terminal and Pacific Connector pipeline. Despite clear adverse impacts to forests, streams, and wildlife that would be harmed by the proposed terminal and pipeline, FERC staff recommended approval to the commission. The FEIS follows a decade-long pattern of FERC approving LNG terminals throughout the United States over the objections of local residents, scientists, U.S. businesses, private landowners, and state agencies.<\/p><p>You can count on WELC to bring the full weight of our expertise and<br \/> experience to bear in defeating \u2013 once and for all \u2013 the Jordan<br \/> Cove\/Pacific Connector LNG project.<\/p><p>VICTORY!!!! In March 2016, the application for this pipeline was denied by FERC! It was determined that the drawbacks of the pipeline outweigh its public benefits. This proposed pipeline would've brought fracked gas from the intermountain West to the Oregon coast where it would be processed and sent via ships to Asia. The 200+ mile pipeline would've clear cut a corridor at least 50-feet wide across rivers and national forests. If built, this would be the largest greenhouse gas emitting facility in Oregon.
