Barbara is a senior attorney with the Western Environmental Law Center’s Rocky Mountains office in Helena. Originally from South Carolina, Barbara earned a B.A. in economics from the University of North Carolina-Chapel Hill and her law degree from the University of Montana School of Law. She spent the first 15 years of her legal career in water, working to restore instream flows across Montana, serving as the legal director of the Missoula-based Clark Fork Coalition, and then as a staff attorney for the Montana Department of Natural Resources & Conservation. Barbara joined WELC in 2021 and works primarily on climate and energy related litigation. Tannis joined WELC in 2020 and focuses on protecting New Mexico\u2019s scarce water resources\u2014resources that sustain New Mexico\u2019s communities, wildlife habitat, acequia systems, and outdoor recreation economy. Tannis was engaged in environmental protection work for the state of New Mexico for almost 20 years, with the New Mexico Attorney General\u2019s office and as deputy general counsel for the New Mexico Environment Department, with a focus on water quality protection. She was the 2016 recipient of the Karl Souder Water Protection Award from the New Mexico Environmental Law Center for her work on remediation of copper mine sites. Tannis also served as U.S. Senator Tom Udall\u2019s speechwriter 2016-2020. Tannis graduated from Williams College with a major in economics, graduated
magna cum laude<\/i> from the Indiana University Maurer School of Law, and clerked on the U.S. Court of Appeals for the Ninth Circuit. Laurele joined WELC in 2025. She has over 20 years of experience in nonprofit management and environmental law and policy, bringing a unique combination of fundraising and program expertise to WELC. Most recently, Laurele was the senior foundations officer at WildEarth Guardians, leading foundation fundraising efforts to protect and restore the wildlife, wild places, wild rivers, and health of the West. Prior to that, she led policy and advocacy programs at Cascade Forest Conservancy, directed the Healthy Water and Wildlife Program at Northwest Center for Alternatives to Pesticides, and managed federal government affairs for Wild Salmon Center. She has a J.D. and Certificate in Environmental and Natural Resources Law from Lewis & Clark Law School and a B.A. in Political Science from U.C. Santa Barbara. Andrew joined WELC in 2017 as a staff attorney. Originally from Valley Forge, Pennsylvania, Andrew earned B.S. in biology from the Pennsylvania State University and his law degree from Lewis and Clark Law School. From 2004 to 2008, Andrew was the Walter Kulman Legal Fellow and then Staff Attorney at Defenders of Wildlife in Washington, DC, working to protect North Atlantic right whales, Florida panthers, bald eagles, wolverine, and lynx among other wildlife. In 2008, Andrew returned to Oregon to join the Northwest Environmental Defense Center as the organization\u2019s first staff attorney, where he focused on Clean Water Act enforcement and protecting the wildlife of the Pacific Northwest. She holds a B.S. in botany and a B.A. in anthropology from the University of Washington, and obtained her J.D. in 2008 from Hastings College of the Law. The next year, she earned a M.S. in environmental studies from the University of Montana. Before practicing as an attorney, Melissa worked in the field as a botanist\/biological technician for various academic and governmental entities, including the National Park Service and U.S. Geological Survey. She worked as an attorney with the Montana Department of Natural Resources and Conservation on tribal and federal water rights issues, and as an Assistant U.S. Attorney in Montana with the Department of Justice. While a law student, he worked for Center for Biological Diversity, Earthrise Law Center, Northwest Environmental Defense Center, and World Animal Protection. Jackie joined WELC in 2008 and focuses on design, communications, and fundraising. She updates supporters with our victories and their impact by doing graphic design, writing, and editing for our newsletters, reports, mailings, emails, and other materials. She has received several awards for her graphic design work. Prior to WELC, she did membership, fundraising, and outreach for Pacific Rivers Council and Greater Flagstaff Forests Partnership, was an outdoor educator and wilderness guide for City of Eugene and Appalachian Mountain Club, and did GIS for Grand Canyon Trust. She graduated summa cum laude<\/em> from Northern Arizona University with a B.S. in environmental science and emphasis in ecosystem management. She won the Arizona-Nevada Academy of Science Hydrology Presentation Award, Lowell Observatory Achievement Award, and was the university\u2019s Standard Bearer. Sarah McMillan grew up reading Ed Abbey by kerosene lamp at night and exploring the woods, rivers, and mountains of Montana and western Washington by day. She received her B.A. from Williams College and her J.D. from the University of Montana. Sarah is an avid hiker, locavore wannabe (notable downfalls include olive oil, licorice, Marmite, and black tea), and lifelong environmentalist. She has worked in private practice, with WELC as a staff attorney, and at WildEarth Guardians, rejoining WELC in 2022 to become Wildlands & Wildlife Program Director. Matt joined WELC in 2025 as a staff attorney. He earned a B.A. in philosophy from the University of Montana and a law degree from the University of Colorado Law School. Prior to law school, he worked as a wildland firefighter for the U.S. Forest Service on the Pike Hotshot Crew. After clerking for Colorado\u2019s Eighth Judicial District Court, Matt worked with the Idaho Conservation League and WildEarth Guardians on environmental law and policy issues, including water and air quality, electric utility generation, and oil and gas. Most recently, he coordinated forest stewardship and restoration in central Colorado with the National Forest Foundation. Matt is based in Colorado.<\/div>\n<\/div>\n

During law school, Rose was president of the Native American Law Students Association and editor-in-chief of the Indigenous People\u2019s Journal of Law, Culture, and Resistance. After law school, Rose worked at DNA-People\u2019s Legal Services in Farmington, New Mexico, as the director of the Victims of Crime Act (VOCA) project, providing assistance to victims of domestic violence. While at DNA-People\u2019s Legal Services, Rose was appointed to serve on the Missing and Murdered Indigenous Women Task Force by Gov. Michelle Lujan Grisham. Before joining WELC, Clay served as a policy advisor for the City of Portland and developed leadership experience managing operations in the hospitality and national parks sectors. He received his Bachelor of Arts, magna cum laude<\/em>, from Columbia University, and his Master of Science with distinction in environmental sciences and policy from Northern Arizona University. <\/span>Born and raised on a small barrier island in the Lowcountry of South Carolina, Daniel Timmons grew up surrounded by water\u2014swimming, boating, fishing, and crabbing. That all changed in college when Daniel spent a semester in the Sonoran Desert and fell in love with the West. Senior Attorney, Climate and Energy Program Director (he\/him)<\/p>\n
Kyle has worked at Western Environmental Law Center since 2011, serving as a senior attorney and the Climate & Energy Program director. His work centers on the nexus of public lands and fossil fuel development, with the aim of aligning federal decision-making with the demands of climate science, bringing a managed end to fossil fuel exploitation, and ensuring a just transition for Indigenous and frontline communities that have endured generations of harms from fossil fuels. Kyle has prevailed in dozens of cases in federal court, setting new precedent on the government\u2019s obligation to consider the cumulative impacts of climate change and the harms to people and communities in its fossil fuel decisions, and frequently engages state and the federal governments on climate and environmental justice policies. Kyle received a B.A. in international relations from Michigan State University and earned his law degree from Vermont Law School, where he was editor-in-chief of the Vermont Journal of Environmental Law.<\/p>\n

Marlyn joined WELC in 2024.\u00a0 Born and raised in Alaska, Marlyn\u2019s deeply rooted connections to the state\u2019s people and places has inspired her career.\u00a0 She holds a bachelor\u2019s degree from Lewis and Clark College and a JD and certificate in environmental law from Lewis and Clark Law School. Marlyn has a broad background in litigation, working for Earthjustice, as chief environmental counsel for the National Audubon Society, and on Alaska Native land and subsistence rights cases for Alaska Legal Services. She also has served in leadership positions and as a consultant to Climate Solutions, Oceana, The Packard Foundation, New Venture Fund, The Campion Foundation, Oceans 5, and most recently was deputy director of Toxic-Free Future. She has also served on the boards of The Alaska Wilderness League, Toxic-Free Future, Trustees for Alaska and served as an appointee to Bering Sea Fisheries Advisory Body.\u00a0 Marlyn lives in Seattle with her family.<\/p>\n

During law school, Karli served as the co-director of the Animal Legal Defense Fund student chapter, and worked for Earth Law Center, Native Hawaiian Legal Corporation, and the Global Law Alliance for Animals and the Environment. She holds a B.A. in Environmental Studies and English from Lewis and Clark College. Karli works from our Northwest office.<\/p>\n

Growing up in northern Idaho, Meridian’s passion for the environment began early, leading her to graduate summa cum laude<\/em> from Utah State University with a degree in conservation-restoration ecology and a minor in natural resources pre-law. Before law school, she was a river guide on wild and scenic rivers in Idaho, Montana, and Utah, worked in policy and conservation for various environmental nonprofits, and served as the communications director for a congressional campaign. Meridian went on to graduate with high honors from the University of Montana School of Law, earning pro bono<\/em> honors and certificates in natural resources and environmental law and American Indian law. During her time in law school, she chaired the school’s environmental law group, was an editor on the Public Land and Resources Law Review, and was a two-time quarterfinalist at the National Environmental Moot Court. Her legal experience includes work with Advocates for the West, the Department of the Interior Solicitors’ Office, Public Lands Division, and the Northern Rockies office for the Center for Biological Diversity. Meridian has published legal scholarship on several environmental law topics, including the definition of “Waters of the United States,” the implications of Loper Bright<\/em> on agency authority, and the legal issues surrounding the lower four Snake River dams, with a specific focus on Tribal treaty rights. Suze joined WELC in 2024, bringing her diverse background in digital communications and outreach to the team. As a lifelong multi-disciplinary artist, she is passionate about harnessing creativity to protect the planet and its inhabitants. Prior to WELC, Suze honed her craft as an art director in the marketing world before moving into the non-profit communications sector, where she worked in place-based advocacy at Bark for Mt. Hood and early childhood policy with Children’s Institute. She has run her own design and illustration business since 2016, helping 250+ clients bring their ideas to life through visual storytelling. Suze graduated from Belmont University with a B.A. in marketing and entrepreneurship and is now pursuing her master’s degree in environmental arts and humanities at Oregon State University. David earned a B.A. from Wesleyan University and J.D. from the Georgetown University Law Center, where he was a managing editor for the Georgetown Environmental Law Review and a Public Interest Fellow. Prior to law school, David worked at Earthjustice in Washington, D.C. In law school, he interned with the U.S. Environmental Protection Agency and the Sierra Club’s Environmental Law Program.
